A discussion paper prepared for the BC Progress Board reads:
B.C. can't afford to have 20 per cent of students drop out of school, which limits their potential contribution to our economy and their future income, and increases social costs. Nor can schools continue to function in the future as they have in the past given dramatic demographic changes -- particularly declining elementary enrolment and an increasing number of students needing English-as-a-second language programs.
